Atty Franklin Macalisang Quijano… usa ka Iligan City Government Scholar, ug mao kini ang hinungdan o rason ngano’ng magpapili siya pagka -Mayor, aron sa PAG SERBISYO SA KATAWHAN SA ILIGAN NGA NAG PAESKWELA KANIYA... isip bugti sa iyang naangkon nga kahibalo ug katakus tungod sa scholarship nga gihatag kaniya. Mao lamang kini iyang paagi para makabayad siya sa iyang utang sa katawhang Iliganon nga nagpa eskwela kaniya. Naghupot sa usa ka  Masteral Degree sa Economics,  mao nga bisan naay kalisod sa ekonomiya (Economic Crisis) panahon sa iyang pagdumala isip Mayor sa Dakbayan sa Iligan diin ubay-ubay nga mga Planta o Balay Patigayunan (Industrial Plants/establishments closed/shutdown) ug adunay nahitabo nga lapad nga pagpanangtang sa mga trabahante o mamumuo, nahatagan pa gihapon niya ug maayo ug malambuon nga pagdumala ang Iligan City pinaagi sa iyang talagsaon nga kahibalo ug katakus, inubanan sa ligdong nga panirbisyo. Bisan pa man sa naghigwaos nga panalapi sa Siyudad ug sa gamay nga budget niini, iyang napaayo ug napa mintenar ang mga kadalanan gikan sa kabukiran paingon sa sentrong bahin sa Iligan  (farm to market roads); iyang gihatagan ug dako nga pagtagad ang Sektor sa Agrikultura o Panguma para maoy mohatag ug kinabuhi sa himalatyon nga ekonomiya sa Iligan.
Ang Krisis sa Ekonomiya u gang gamay nga budget sa siyudad wala mahimong babag para sa iyang pagimplementar ug pagbuhat sa mga mahinungdanon nga mga proyekto ug mga mehoras… bisan sa iyang limitado kaayo nga budget sa Intelligence Fund maayo gihapon nga pagka-dumala ug epektibu gihapon ang Intelligence network sa siyudad mao nga niadtong panahouna nakasinati ang Iligan sa tinood ug malungtaron nga  KAHUSAY ug KALINAW ug adunay pagsinabtanay ang “TRI-PEOPLE” sa ILIGAN (ang mga Muslim, mga Kristyanos ug, mga Lumad) ... Taliwala sa gipahamtang sa nasudnong panggamhanan nga  “All Out War” batok sa MILF niadtong panahuna, wala bisan usa ka bomba miboto o mibusikad sa siyudad...Na-kontrolar ang pagpayuhot sa mga ginadili nga droga ug Shabu, uban na niini ang sugal.carnapping ug kidnapping  tungod kay malampuson man ang gimbuhaton sa Intelligence Network... sa panahon sa pagdumala ni Mayor Franklin Quijano ang siyudad sa Iligan naka-dawat sa pasidungog ug ganti isip Siyudad nga adunay "Lowest Crime Rate in Region 10"...ug si Mayor Franklin Quijano mismo nakadawat ug pasidungog isip "2002 MOST OUTSTANDING CITY MAYOR IN THE PHILIPPINES" .
