· Tabangan ang mga biktima sa bagyong Sendong nga walay pinalabi, uban sa pagbalik sa ilang naandang paglambigit sa katilingban apil na sa
        panginabuhian.

· Taga-an sa dakong pagatgad ang sector sa agrikultura o panguma ug ang pagpahimsog ug balik sa kinaiyahan apil na ang pag protekta sa palibot

· Scholarship sa TESDA ug tanang ALS skills training apil sa k-12, Farmer’s Academy ug uban nga livelihood activities alang sa mga lomulupyong Iliganon

· Ang kahusay ug kalinaw sa atung dakbayan, maoy tagaan ug dako na pagtagad

· Mohimo sa daghang dagko nga proyekto ug mihuras nga gikinahanglan sa mga katawhan.

· Modasig sa mga negosyante o inbestor sa pagbubo ug mga puhonan para sa paglambo sa sector sa negosyo ug industriya

· Himoon ang tibuok syudad sa ILigan (end to end) nga WiFi Zone ug suportahan ang tanang programa sa I.T. (Information Technology).

· Ibalik ang kasaligang pagdumala sa kagamhanan aron makahatod ug tinuod ug tiunay nga serbisyo sa katawhan lakip na ang panglawas ug city hospital, cooperatiba ug livelihood, maayong pagdumala sa kinaiyahan, panguma ug panagat ug tanang gimbuhaton sa paugnat sa kusog

Mao lamang kini iyang paagi para makabayad siya sa iyang utang sa katawhang Iliganon nga nagpa eskwela kaniya. Naghupot sa usa ka  Masteral Degree sa Economics,  mao nga bisan naay kalisod sa ekonomiya (Economic Crisis) panahon sa iyang pagdumala isip Mayor sa Dakbayan sa Iligan diin ubay-ubay nga mga Planta o Balay Patigayunan (Industrial Plants/establishments closed/shutdown) ug adunay nahitabo nga lapad nga pagpanangtang sa mga trabahante o mamumuo, nahatagan pa gihapon niya ug maayo ug malambuon nga pagdumala ang Iligan City pinaagi sa iyang talagsaon nga kahibalo ug katakus, inubanan sa ligdong nga panirbisyo. Ang Krisis sa Ekonomiya u gang gamay nga budget sa siyudad wala mahimong babag para sa iyang pagimplementar ug pagbuhat sa mga mahinungdanon nga mga proyekto ug mga mehoras… bisan sa iyang limitado kaayo nga budget sa Intelligence Fund maayo gihapon nga pagka-dumala ug epektibu gihapon ang Intelligence network sa siyudad mao nga niadtong panahouna nakasinati ang Iligan sa tinood ug malungtaron nga  KAHUSAY ug KALINAW ug adunay pagsinabtanay ang “TRI-PEOPLE” sa ILIGAN (ang mga Muslim, mga Kristyanos ug, mga Lumad) ... Taliwala sa gipahamtang sa nasudnong panggamhanan nga  “All Out War” batok sa MILF niadtong panahuna, wala bisan usa ka bomba miboto o mibusikad sa siyudad...Na-kontrolar ang pagpayuhot sa mga ginadili nga droga ug Shabu, uban na niini ang sugal.carnapping ug kidnapping  tungod kay malampuson man ang gimbuhaton sa Intelligence Network... sa panahon sa pagdumala ni Mayor Franklin Quijano ang siyudad sa Iligan naka-dawat sa pasidungog ug ganti isip Siyudad nga adunay "Lowest Crime Rate in Region 10"...ug si Mayor Franklin Quijano mismo nakadawat ug pasidungog isip "2002 MOST OUTSTANDING CITY MAYOR IN THE PHILIPPINES" .

Iligan City was in economic turmoil during the 2 terms (6 years) incumbency of Atty. Franklin Quijano. Many industrial plants were closed/shutdown and there was a massive force termination of workers. As an economist, he repaired and maintained the farm to market road and developed the agriculture to sustain the economy of our city. Despite the budget of our city at that time was very small due to economic crisis he still managed to create landmark projects and many major projects that were badly needed by the people. Such projects were the following:

During his term there was a participatory resource appraisal conducted in the entire barangay of Iligan allowing barangay officials and its constituents to be part of the consultation to what projects are needed in the community. Thus, marginalized sectors were organized and federated, and livelihood and agriculture were given attention in greater measure. There were also many recipients of urban poor housing and Iligan City was awarded as “International Model for Urban Poor Housing”.


RELOCATION AND HOUSING PROJECTS FOR AFFECTED FAMILIES OF CALAMITIES,  GOVERNMENT IMPLEMENTED PROJECTS, AND COMMERCIAL ESTABLISHMENT SUCH  AS GAISANO MALL WERE BUILT IMMEDIATELY THROUGH THE VOLUNTEERISM & SUPPORT OF PRIVATE SECTOR, CITY GOVERNMENT AND THE GOOD PEOPLE OF ILIGAN. THUS, “ILIGAN CITY WAS REGION 10’S NATIONAL VOLUNTEER AWARDEE”
