ACCOMPLISHMENTS OF ATTY. FRANKLIN M. QUIJANO IN SIX-YEAR TERM (JULY 1998 - JUNE 2004)

Iligan City was in economic turmoil during the 2 terms (6 years) incumbency of Atty. Franklin Quijano. Many industrial plants were closed/shutdown and there was a massive force termination of workers. As an economist, he repaired and maintained the farm to market road and developed the agriculture to sustain the economy of our city. Despite the budget of our city at that time was very small due to economic crisis he still managed to create landmark projects and many major projects that were badly needed by the people. Such projects were the following:



1.      2-STOREY (10-CLASSROOM) SCHOOL BUILDING PROJECT - Location: Iligan City East High School, Brgy. Hinaplanon (Kabugason)
2.      2-STOREY (4-CLASSROOM) SCHOOL BUILDING PROJECT - Location: Iligan City Center  for High Achiever’s, Brgy. Mahayahay
3.      3-STOREY (18-CLASSROOM) SCHOOL BUILDING PROJECT - Location: Iligan City National High School, Brgy. Mahayahay
4.      Integrated Bus and Jeepney Terminal - Location: Sitio Tambo, Brgy. Hinaplanon
5.      6 Lanes Road Widening - Location: from Mandulog Bridge (Brgy. San Roque) going to Post Office (Brgy. Poblacion)
6.      Ground Water Pumping Station Project with 2-100 HP Submersible Pump - Location: Upper Hinaplanon
7.      Pedestrian Overpass - Location: between ICNHS and Iligan City Central School and Iligan City Center for High Achievers

23.   IMPLEMENTATION OF FLOOD AND EROSION CONTROL PROJECTS (DE-SILTATION OF TUBOD RIVER AND DE-CLOGGING OF DRAINAGE) - Location: Brgy. Tubod


During his term there was a participatory resource appraisal conducted in the entire barangay of Iligan allowing barangay officials and its constituents to be part of the consultation to what projects are needed in the community. Thus, marginalized sectors were organized and federated, and livelihood and agriculture were given attention in greater measure. There were also many recipients of urban poor housing and Iligan City was awarded as “International Model for Urban Poor Housing”.


RELOCATION AND HOUSING PROJECTS FOR AFFECTED FAMILIES OF CALAMITIES,  GOVERNMENT IMPLEMENTED PROJECTS, AND COMMERCIAL ESTABLISHMENT SUCH  AS GAISANO MALL WERE BUILT IMMEDIATELY THROUGH THE VOLUNTEERISM & SUPPORT OF PRIVATE SECTOR, CITY GOVERNMENT AND THE GOOD PEOPLE OF ILIGAN. THUS, “ILIGAN CITY WAS REGION 10’S NATIONAL VOLUNTEER AWARDEE”

49.   MAINTENANCE OF PEACE AND ORDER THROUGH STRENGTHENED INTELLIGENCE NETWORK and Iligan City received an award as the “LOWEST CRIME RATE IN REGION 10”

51.   DAILY COLLECTION OF GARBAGE and Iligan won “REGION 10’S CLEAN AND GREEN CONTEST”

54.   IMPLEMENTED THE ONE-STOP SHOP FOR BUSINESS PERMITS APPLICATIONS (for new and renewals)


 Atty. Franklin M. Quijano was awarded in 2002 as the “Most Outstanding City Mayor in the Philippines”.
